any definite restrictions on the dealings of a branch
of a Class A firm, but it seems very undesirable that such

I think therefore that it is quite justifiable to warn firms here not to have any dealings with the Hong Kong branch of this firm and to place such restrictions as can be placed on shipments from this country to the Hong Kong branch. I do not, however, see what restric- tions are possible except the refusal of export licences in the case of shipments for this firm, and this will
of course only cover:
(a) goods exported from this country which are
in Class A of the prohibited export list 1.e. prohibited
to all destinations.
(b) goods transhipped in this country which are

in the list of our prohibited imports.
I should certainly be in favour of asking the War Trade Department to refuse licences in such cases, with the proviso at the end of paragraph 4 of this letter
